The Licensing Act 2003
The first 18 months of the new regime has been hailed as a success. Was this your experience?
The new licensing regime has been in force for over 18 months and we now have experience of operating under the new regime.
From this, a number of practical issues have been some High Court and Magistrates Court decisions which provide assistance in interpretation and application of the new Act.
To bring you up to date on the latest developments we can design a training session around your requirements, focussing on areas that are most relevant to you.

The Gambling Act 2005
The Act represents a root and branch reform of the law relating to betting and gaming and will bring about a fundamental change in the way in which those areas are regulated.
Licensing authorities can receive applications from 21st May 2007. The Act will introduce a three tier system of personal, premises and operating licenses.
Operating licenses and personal licenses will be administered by the Gambling Commission while premises licenses will be dealt with by local authorities.
Local authorities will have responsibility for issuing permits for a range of activities and registration of lotteries.
The same licensing authority with responsibility for administering the Licensing Act 2003 will also deal with the Gambling Act 2005. All licensing authorities are required to publish a statement of principles to be applied in exercising their functions under the Gambling Act 2005.

Your trainer for The Licensing Act 2003 and The Gambling Act 2005 is David Lucas.
David trained at Nottingham City Council and Qualified in 1981. He was a former Partner at a firm of Licensing Solicitors and is a specialist in alcohol and entertainment licensing, together with betting and gaming, working exclusively in those areas for a number of years.
David has practical experience gained in all aspects of licensing and gambling applications and advises a wide range of local and national clients including Local Authorities. He also has extensive practical experience gained in all
aspects of licensing applications before Committees and Courts in England and Wales.
David provides training and speaks at conferences on all aspects of specialist areas. Contributor to "Patersons Licensing Acts" (Butterworths) on Licensing Act 2003 and Gambling Act 2005 and contributor to "The Licensing Act 2003" (Butterworths), David Lucas is the perfect trainer, enriching each session with in depth experience and knowledge.
